Managing Regulation & Financing Challenges in an Evolving Energy Landscape
In the Special Focus Session on Regulation, Tim Rockell, Director, KPMG Global Energy Institute – Asia Pacific, Energy & Natural Resources Sector, KPMG Services, who served as moderator for the session, started off with an open question on how regulators should manage changes in the energy landscape.
Norman Bay, Partner and Head of the Energy Regulatory and Enforcement Group, Willkie Farr & Gallagher LLP, and Former Chairman of the Federal Energy Regulatory Commission, had three main tips. These were to be aware of technological changes; to be aware that technology inadvertently evolves faster than regulation and to constantly review regulations and market rules, which often impede innovation and create barriers to participation for new technologies.
With these practices in mind, regulators can then harness the power of markets and competition while levelling the playing field, to allow the most cost-efficient technologies to emerge in the electricity market and bring benefits to consumers. Read on to get the full story...

The Singapore Energy Summit kicked off today with engaging and well-rounded discussions on critical issues dominating the energy landscape today and in the foreseeable future.
Speakers debated key issues such as the potential impact of an increased demand for energy due to the electrification of transportation, industries and buildings.
In the first session, panellists discussed ways to accelerate action to further transformation in order to maintain a more sustainable energy future.
In the second session on electrification, a spotlight was thrown on renewables, with nuclear energy, hydrogen and energy efficiency as key factors in the global electrification transition.

Singapore Energy Summit: Transformation and Digitalisation
Session 2: Transformation began with keynote presentations by H.E. Dato Seri Setia Dr Awang Haji Mat Suny Bin Haji Mohd Hussein, Minister of Energy, Manpower and Industry, Brunei Darussalam and Marianne Laigneau, Group Senior Executive Vice President in charge of the International Division, EDF.
In the panel that followed, the spotlight was thrown on renewables, with nuclear energy, hydrogen and energy efficiency noted as key factors in the global electrification transition.
In the Session 3: Digitalisation panel, the role of new technologies and the regulation of data in creating a cleaner energy future was discussed. Following greater digitalisation of processes and technologies, a wide range of industry sectors will also become increasingly interconnected.

Singapore Energy Summit: Fossil Fuels are a Secondary Character in the Global Electrification Story

At this morning’s SIEW Opening Remarks and Opening Keynote, key decision makers and energy leaders came together to discuss the transformations occurring in the global energy landscape.

Seen at SIEW Opening Reception: Leading the Way to Greater Energy Transformation

After a morning filled with high-impact presentations on some of the industry’s most important energy issues, delegates, opinion leaders and key decision makers continued their discussions at the SIEW Opening Reception.
The SIEW Energy Marketplace was also open for business leaders to mingle and forge new partnerships across the region.
One of the highlights from this morning’s events was the signing of a Memorandum of Understanding (MoU) between members from the Union of Power and Gas Employees and ten renowned company representatives in the Power and Gas Industries.
This MoU sets the stage for a new partnership between the two parties to establish Company Training Committees, which will be responsible for identifying the required skills and training for employees to continue to support energy transformation.
The signing of the MoU is in line with SIEW’s long-term goals to ensure continued advancements in talent and leadership in the energy landscape.

Five Key Announcements from SIEW Opening Remarks and Opening Keynote

Adopting the “4 Switches” Approach to Building the Future of Singapore’s Energy Story As Singapore looks ahead in its energy future, climate change will likely be a major challenge which will necessitate changes to the ways we use and produce energy. Thus, taking a new approach – called the “4 Switches” – will be crucial. The four switches comprise: Natural Gas, Solar Power, Regional Power Grids and Emerging Low-Carbon Alternatives.
- New Solar Target of at Least 2GWp by 2030 The Government will be working with companies, researchers and the public to deploy at least 2GWp of solar power by 2030. This will allow the country to meet the annual power needs of around 350,000 households in Singapore.
- Greater Energy Storage Capacity for More Solar Energy The Energy Market Authority (EMA) will support a large-scale, nationwide deployment of Energy Storage Systems (ESS), with a target of 200 MW beyond 2025. This growth in energy storage can address solar intermittency and enhance grid resilience by managing mismatches between electricity supply and demand.
- Recognition of Youth Contributions at Singapore Energy Awards The biennial Singapore Energy Award recognises the effort and contributions of individuals and organisations who have made outstanding contributions to Singapore’s energy sector. Among this year’s award winners was Mr. Chen Chiu-Hao Ted, who is the inaugural winner of the Youth category in Southeast Asia. Other award winners include: Professor Subodh Mhaisalkar in the innovation category, Singapore Institute of Technology (SIT) in the capabilities development category and the Union of Power and Gas Employees (UPAGE) in the Contributions to the Energy Sector category.

Union and The Power and Gas Industry Committed to Upskill Workers As Sector Transforms A total of 10 key employers in the power and gas industry have committed to partner the Union of Power and Gas Employees (UPAGE) to upskill their workers through Company Training Committees (CTC). This commitment was sealed earlier this morning following the SIEW Opening Keynote Address, and underpins both parties’ efforts to establish CTCs, which will look at identifying the skills and training that employees will require in order to support their company’s vision and direction, as well as to keep up with industry transformation.

Reflections from SIEW Opening Remarks and Keynote Address: Accelerating Energy Transformation through Renewables

Even though Singapore has come a long way in developing and transforming its local energy landscape, more still needs to be done in preparation for the next wave of change and transformation.
That was a key point made by Singapore’s Minister for Trade and Industry, Mr. Chan Chun Sing, in his Opening Remarks at Singapore International Energy Week. To meet these evolving challenges, Mr. Chan believes the country will need to adopt the “four switches” approach:
This approach requires the diversification of Natural Gas and finding more innovative and efficient ways to generate power from it, as well as accelerating Singapore’s adoption of Solar Energy. The remaining two switches will comprise tapping on regional Power Grids and investing in emerging Low-Carbon alternatives.
Minister Chan’s Opening Remarks were followed by the SIEW Opening Keynote Address presented by Francesco La Camera, Director General of the International Renewable Energy Agency (IRENA).
In his speech, Mr. La Camera explained that the pathway to continued prosperity in an everchanging energy landscape must be bolstered by low-carbon technologies. Additionally, he emphasized that renewables will be crucial in helping countries meet rising energy demands whilst reducing emissions.
Cedrik Neike, a member of the Managing Board of Siemens AG and CEO Smart Infrastructure, Siemens AG, also took to the stage to talk about the infrastructure needs to support the inclusion of renewables as a sustained source of energy.
The pair was later joined by Nicholas Fang, Director, Security and Global Affairs at the Singapore Institute of International Affairs, for a discussion on the role of governments in the energy transformation journey.
