Dr. Haibin Wan has a bachelor in Automatic Control in the Northeastern University, China; and a Master in Automatic Control in the Northeastern University, China; and PhD in Bath University, United Kingdom.

Currently, Dr. Haibin Wan is Deputy Director General of the Development Bureau of the Global Energy interconnection organization. He was Chief Technical Officer of REN-RedesEnergéticasNacionais, SGPS, S.A.. From 2012 to 2014, he was appointed as member of the board of directors of REN. From 2009 to 2014, he was Deputy Director General of State Grid European Office. From 1997 to 2009, he was Deputy Chief Engineer of State Grid International Development Limited, Project Manager of Network Operations of National Grid Company of the United Kingdom. From 1993 to 1997, he was a PhD candidate of Bath University. From 1992 to 1993, he worked for Eurotherm Automation Company in Hong Kong/UK. From 1990 to 1992, he was Lecturer in the Northeastern University.
