Brigadier-General (NS) Tsoi Mun Heng, as Director of the Energy Innovation Challenge Directorate (EICD) at the National Research Foundation (NRF), is responsible for developing and implementing R&D programmes and innovative solutions to meet the challenge of achieving energy resilience and sustainable growth for Singapore.

From 2007 to 2011, BG Tsoi was the Director of the Defence Industry and Systems Office in the Ministry of Defence, responsible for developing industry capabilities to support the Singapore Armed Forces as well as formulating policies for effective logistics systems, methodologies and processes. Prior to that, he was the Head of Air Logistics at the Republic of Singapore Air Force (RSAF), holding the rank of Brigadier General. In his career with the RSAF, he held various positions in aircraft maintenance, specialist engineering, system management and logistics command. BG Tsoi has served on the Board of ST Logistics Pte Ltd, the Advisory Board of The Logistics Institute Asia-Pacific, the Advisory Council of the Singapore Institute of Licensed Aircraft Engineers, the Defence Management Group Enhanced Executive Agencies Supervisory Board and the SAFRA Management Committee. He was also the Chairman of the Singapore Armed Forces Music Board from 2003 to 2010.
